I heard that most of the people who go to rehab end up using drugs again…is that true?

Yes, it is true.

You’ll always be an addict- but rehab can definitely help you into recovery. You just have to want it. Rehab can go on for a long time, and you can safely come down from whatever substance you had been abusing. You can get therapy to help you understand your addiction and underlying issues that may have resulted in abusing drugs- but if you don’t want to be clean, to your core, you will sabotage yourself.
